SPECIAL INSTRUCTIONS TO APPLICANTS CONCERNING INCLUSION OF WOMEN AND MINORITIES I N RESEARCH STUDY POPULATIONS AHCPR observes N I H and ADAMHA po l i cy r e q u i r i n g a p p l i c a n t s f o r c l i n i c a l r e sea rch g r a n t s t o inc lude m i n o r i t i e s and women i n s tudy popula t ions so t h a t r e sea rch f ind ings can be of b e n e f i t t o a l l persons a t r i s k of t h e d i sease , d i s o r d e r o r cond i t ion under s tudy; s p e c i a l emphasis should be p laced on t h e need f o r i nc lus ion of m i n o r i t i e s and women i n s t u d i e s of d i s e a s e s , d i s o r d e r s and cond i t ions which d i sp ropor t iona te ly a f f e c t them. The composition of t h e proposed s tudy group must be descr ibed i n t e r m s of gender and r a c i a l l e t h n i c group. I n add i t ion , gender and r a c i a l l e t h n i c issues should be addressed i n developing a r e sea rch des ign and sample s ize appropr i a t e f o r t h e s c i e n t i f i c o b j e c t i v e s of t h e s tudy . This information should be included i n t h e form PHS 398 i n Sec t ion 2, A-D of t h e Research Plan and summarized i n Sec t ion 2, E , Human Sub jec t s , o r i n t h e program n a r r a t i v e s e c t i o n of Form PHS 5161 f o r S t a t e and l o c a l governments. Sec t ion 922(d)(2) of t h e PHS A c t a l lows t h e Adminis t ra tor of AHCPR t o make adjustments i n t h e usua l peer review process f o r a p p l i c a t i o n s whose direct c o s t s do no t exceed $50,000. Small g r a n t proposa ls submit ted f o r r e sea rch on t o p i c s n o t s p e c i f i e d above, o r f o r r e sea rch conferences i n excess of $50,000, w i l l no t be accepted f o r expedi ted review, a l though they may be e l i g i b l e f o r t h e e s t a b l i s h e d AHCPR peer review process by a committee of non-Federal e x p e r t s . The f i n a l de te rmina t ion as t o whether an a p p l i c a t i o n q u a l i f i e s f o r expedi ted review is made by AHCPR, based on t h e a p p l i c a t i o n ' s cons is tency with t h e abovel i s ted p r i o r i t y areas.
